 The Power of Physical Demands Descriptions

Physical Demands Descriptions (PDDs) should be a vital component of every company’s Health & Safety and Claims Management programs. Yet all too often, this important ergonomic tool is underutilized, or worse – unemployed altogether.
 
Physical Demands Descriptions break down the elements of what is physically necessary to perform a given job. A PDD will include a list of essential tasks, including the heights, reaches and forces required for each, a list of movements required and the range and frequency at which these actions are performed. A thorough PDD will also report how the job is structured (shifts, hours, rotation schedules, etc.), the worker’s surrounding environment, tools, machines and personal protective equipment that they work with, as well as training and  cognitive requirements.
 
Why spend the time and money to do PDDs? Experience shows they can complement your Early Safe Return To Work program as many injured workers are given physical restrictions when they come back to work. A PDD provides an objective, quantitative list of job demands that can give you a simple “Yes” or “No” answer to the question, “Can this person do his or her regular job?”. You may even be able to determine that they can do 95% of the job, and if they have another worker help with or take over the remaining 5%, then no shuffling of personnel is necessary. This will go a long way to reduce time, scheduling and training issues.
 
Another benefit to PDDs is that they are an outstanding “front line” tool to determine the presence of ergonomic (and other) hazards. Simply having someone examine a job from an ergonomics perspective will often yield several “quick fix” suggestions for performing tasks with less risk  of injury. PDDs can also help determine if further investigation or assessment of a task is necessary, especially when coupled with accident statistics. Workers can be an excellent source of information as well,  both for the contents of the PDD, and for unreported muscular (or other) incidents.
 
If PDDs are completed throughout your facility and utilized to their full extent, they can help lead to prevention of Musculoskeletal Disorders (MSDs) or other injuries, demonstrate your due diligence to the Ministry of Labour, and save your company time and money.

As part of the 2009 enacted Toxics Reduction Act, organizations from a segment of industries in Ontario employing at least ten people and using at least  10,000kg of specific hazardous substances, are required to report and track those substances, as well as develop pollution reduction plans. Implementation of these reduction plans remains voluntary. Filing of each TRP, annual inventory accounting requirements, and posting them online is deemed mandatory.
 
Organizations, who have new or existing reportable substances that meet the reporting triggers for their 2016 reporting year, must have plans filed by December 31, 2017.
 
What seems to be a recent trend involving the Ontario Ministry of Environment and Climate Change is for organizations to be contacted to ensure their Toxics Reduction Plans (TRPs) summaries are available online. Companies are also being asked to provide the web address of their documents for verification.
 
The plan summary must be posted online for members of the public to view without barrier. It seems that a significant number of reporting firms have failed to complete this final requirement.
